Hawaii rules that affect your HELOC

  • Leasehold vs. fee simple. If you own the building but lease the land, lenders look at the lease term. Fannie Mae's standard requires the lease to run at least 5 years past the loan's maturity, and some local lenders (for example, Hawaii State FCU) make HELOCs on fee-simple property only. Others, like HawaiiUSA FCU, accept leaseholds. Check your lease's expiration and rent-renegotiation dates before you apply.
  • No conveyance tax on a HELOC. Hawaii exempts documents given only to secure a debt (Haw. Code R. 18-247-3).
  • Recording. $41 per document in the Regular System or $36 in Land Court (up to 50 pages).
  • Insurance. Expect lenders to require fire, hurricane, and (where applicable) flood coverage; the premiums count in your debt-to-income.
  • Property tax. Honolulu's owner-occupied residential rate is $3.50 per $1,000 for the 2026–27 tax year, and the home exemption rises to $140,000 ($180,000 at 65+) on July 1, 2027.
